Ocean Speedway, like with the other speedways, begins with your time counting down. Completing tasks increases your time. Once you have succeeded in managing an 'All In One' score, play again. You will be timed this time around, instead of counting down. This gives you a chance to discover where to go to get an Orbs. You need to get at least 3 orbs to unlock Ocean Speedway.
In Ocean Speedway, you're looking for Queen Finny. She's in the center of a group of spectators cheering on the boaters. She's also the only spectator you cannot kill. Get close to her to speak. She'll challenge you to race the current champion, Hunter.
The point here is not to beat Hunter, but to keep up. As he flies ahead of you, he will go through rings. The first one of you through the ring will cause it to turn green and shrink. If it gets too small, you won't be able to go through and thus lose the challenge. The difficulty is hard, so don't be bummed even if you keep losing. Try not to get too reckless with getting ahead; you can easily forget which of the rings is next on your list. And no matter how many rings you make vanish before Hunter gets there, the game isn't over until you go through the last ring.
When you complete this challenge Queen Finny will award you with an Orb.
